购买Instagram粉丝 电子商务“十三五”发展规划即将发布 确立三大发展目标

从20日举行的商务部媒体吹风会上了解到，《电子商务“十三五”发展规划》（以下简称《规划》）由商务部牵头组织编制，近日将会同中央网信办和发展改革委联合印发实施。

《规划》确立了到2020年电子商务交易额40万亿元、网络零售总额10万亿元、相关从业者5000万人三大发展目标。一方面，电子商务要全面融入国民经济各领域，推动形成全球协作的 电子商务大市场，成为经济增长和新旧动能转换的关键动力；另一方面，电子商务要全面覆盖社会发展各领域，带动教育、医疗、文化、旅游等社会事业创新发展，成为促进就业、改善民生、惠及城乡的重要平台。

商务部电子商务和信息化司司长骞芳莉介绍说，《规划》以“创新、协调、绿色、开放、共享”的发展理念为指导，赋予电子商务服务经济增长和社会发展双重目标，提出发展和规范并举、竞争和协调并行、开放和安全并重三大原则。同时，《规划》顺应电子商务发展需要，明确了5项任务、4方面17个专项行动和6项保障措施促进电子商务的进一步发展。

Qian Fangli, director of the Department of e-commerce and information technology of the Ministry of Commerce, said that guided by the development concept of "innovation, coordination, green, openness and sharing", the plan endows e-commerce with the dual objectives of serving economic growth and social development, and puts forward three major principles: simultaneous development and standardization, parallel competition and coordination, and equal emphasis on openness and security. At the same time, the plan complies with the needs of e-commerce development, and defines 5 tasks, 17 special actions in 4 aspects and 6 safeguard measures to promote the further development of e-commerce.

据悉，“十二五”时期，我国电子商务交易规模实现跨越式增长，从2011年的6万亿元增至2015年的21.8万亿元，实物商品网络零售额占社会消费品零售总额的10.8%，我国连续三年成为全球规模 大的网络零售市场。电子商务全面融入人民群众的生产生活，产业生态体系初步形成，催生了规模化就业新领域，开辟了“脱贫攻坚”新途径，形成了 竞争合作新局面，为我国带来了由贸易大国向贸易强国转变的新机遇。

与此同时，电子商务快速发展暴露的一些问题也给政府工作带来了新的挑战。例如，电子商务区域的发展差距不断扩大，电子商务新市场主体与新旧市场主体之间的资源竞争日益激烈等问题要求主管部门进一步把握规律，引导势头，加快电子商务发展，形成全社会共治、共享的新局面。

据了解，《规划》按照《国民经济和社会发展第十三个五年规划纲要》总体要求，采取与电子商务发展特点相契合的新方式开展编制工作，广泛征集了电子商务产学研各群体和社会各界对“十三五”电子商务发展的看法和建议。在尊重和继承前两次电子商务发展规划脉络的基础上，根据电子商务在经济社会发展中的新情况和新地位，明确了政策导向， 设定发展目标，大胆提出要素市场，精心设计专项行动。

骞芳莉表示，《规划》将为电子商务健康发展营造公平有序的政策环境，提供全面有效的公共服务，推动我国电子商务更好地把握规模发展和引领发展双重战略机遇，全面肩负起促进国民经济和社会发展的新使命。
